Activities

The Center for Applied Fisheries Research, abbreviated CIPA, is a collective person of public law, of technical and scientific character, under the tutelage of the Minister of Fisheries, with administrative and financial autonomy. Its main attributions are to coordinate and carry out all research and investigation activities on fishing resources, to study and propose to the Minister of Fisheries the definition of the policy for the defense of fishing resources, as well as to elaborate statistical data on the fishing sector and to control the quality of the fish destined for the internal market and for export. The Center for Applied Fisheries Research (CIPA), as the competent entity that promotes the sustainable management of fisheries resources in Guinea-Bissau. A total of 18 research campaigns targeting demersal resources and using bottom trawling have been carried out in the EEZ of Guinea-Bissau since the 1980s. Different countries were responsible for conducting these campaigns. During this second meeting of the scientific committee, the characteristics and methodologies of each campaign were summarized (CIPA,2011). Assignments CIPA's attributions are to carry out all the investigations and researches that allow: a) To obtain a better knowledge of fishing resources (maritime and continental), at a national level; b) A permanent monitoring of the biological and economic situation of the exploitation of these same resources by national and foreign fleets, and of the conditions of the exploited reserves; c) The elaboration of an annual fishing plan that determines the desired level of exploitation, in order to guarantee the best preservation of resources and the environment; d) Control of the quality of fishery resources placed on the internal market and destined for export; e) The collection, processing, analysis and publication of the sector's statistical data. Competence In order to pursue the objectives set forth in the previous article, CIPA is responsible, namely, for a) To elaborate the studies on scientific and technical development in the scope of fishing activities;b) To conduct fisheries biology studies, in terms of resource assessment, catch, fishing effort and fleet capacity; c) Promote scientific-technical research and collaborate in professional training; d) Propose the necessary measures for the rational exploitation, preservation and management of marine biological resources, protection of the aquatic environment, including the use of prohibited fishing gear, use of minimum mileage and determination of fishing zones and seasons; e) Design projects or analyze proposals for scientific research projects to be carried out in the waters of the Republic of Guinea-Bissau within the framework of international cooperation and monitor their implementation; f) To conduct studies of fishing gear and fish processing technology; g) Carry out socioeconomic studies; h) To organize and analyze the statistical data, supplied by the General Directorates of the Industrial Fishing and Artisanal Fishing, about the fleets and fishing gear, the fishermen, exploitation of living resources, capture, unloading, transformation and commercialization of fishing products; i) Resort to the occasional collaboration of technicians from other national or foreign institutions; j) Propose health measures in accordance with international standards
